It started when Mrs. MacKinnon's predecessor, Margaret Macneil petitioned for a more fun marking, and in 1994 she got permission to make the first pictorial postmark. I think that what the Post Office is doing is great because it spreads lots of Christmas cheer to everyone during the holidays.
